DELAC

The primary purpose of our CVUSD  District English Learning Advisory Committee (DELAC) is to provide advice to the district regarding educational programs and support services for students who are English Learners. The more parents know about their students' education and school, the stronger their support will be in their students’ educational success. During DELAC meetings, discussions of the EL Program and EL Program Goals take place and parents learn more about Common Core Standards, curriculum, district, state and federal laws. DELAC parents can make important recommendations to support the needs of English learners and improve the EL students' quality of education. Research shows that parental involvement contributes to students academic success. Because families have influence on their children’s achievement, it is crucial that schools, families, and the community work together to make this happen. DELAC provides parents of English Learners and opportunity to get involved and continue supporting and advocating for the needs of English Learners. 

DELAC Representative

  • Must be a parent/guardian of child who designated as an English learner and enrolled in the school site which they represent
  • Attends all DELAC meetings
  • Receives input from ELAC and shares Information with DELAC
  • Provides ELAC with information from DELAC meetings

DELAC Alternate

  • Attends DELAC meetings when Representative is unable to attend
  • Provides ELAC with information from DELAC meetings

District English Learner Advisory Committee (DELAC) meets regularly to share information as well as to study issues and concerns related to the instruction provided to English Learners. Parents of English Learners play a strong role in these meetings. Please see our 2022-2023 DELAC Meeting Dates below.

    Each LEA with 51 or more EL students must form a DELAC unless the district designates for this purpose a subcommittee of an existing districtwide advisory committee.  Parents or guardians, or both, of pupils of limited English proficiency who are not employed by the district shall constitute a majority of the DELAC.

    The DELAC shall advise the school district governing board on all of the following tasks:

    • Development of an LEA master plan, including policies, per the State Board of Education (SBE) EL Roadmap Policy, guiding consistent implementation of EL educational programs and services that takes into consideration the SPSAs.

    • Conducting of an LEA-wide needs assessment on a school-by-school basis.

    • Establishment of LEA program, goals, and objectives for programs and services for EL students per the SBE-adopted EL Roadmap Policy.

    • Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.

    • Review and comment on the LEA’s reclassification procedures.

    • Review and comment on the written notifications required to be sent to parents and guardians.

    • Under the local control funding formula, LEAs with at least 50 EL students and whose total enrollment includes at least 15 percent EL students must establish a DELAC, and that DELAC must carry out specific responsibilities related to the Local Control and Accountability Plan (LCAP), including providing input regarding the LEA’s existing language acquisition programs and language programs, and, where possible, the establishment of other such programs. If the DELAC acts as the ELAC under EC sections 52063(b)(1) and 52062(a)(2), the DELAC shall also review and comment on the development or annual update of the LCAP.

    Each LEA must provide appropriate training materials and training, planned in full consultation with committee members, to assist members in carrying out their legal advisory responsibilities.

    The consolidated application must also include certifications by appropriate district advisory committees, including the DELAC, that the application was developed with review and advice of those committees.

    Parents or guardians of English Learners shall constitute the majority membership (51 percent or more) of the committee. 

  •  

    Each school's English Learner Advisory Committee (ELAC) shall have the opportunity to elect at three of its member(s) to be a site representative DELAC member.  The three DELAC Officer positions are Chairperson, Vice Chairperson, and Secretary.  The term of service is two years. 

  •  

    School districts shall provide DELAC members with appropriate training materials and training which will assist them in carrying out their required advisory responsibilities.  Training shall be planned in full consultation with committee members, and funds from appropriate resources may be used to meet the costs of providing the training to include the costs associated with the attendance of the members at training sessions.  

     

    DELAC officers participate in the development of the agendas for the DELAC meetings and review the consolidated application for the schools in our district. 

  • The DELAC bylaws are adopted by the members of the District English Learner Advisory Committee, aligned with any applicable California Department of Education guidelines.  The bylaws provide guidelines established on the different articles.  The bylaws are available upon request by contacting the English Learner Services office at 760-848-1213.  

  • DELAC meetings shall take place as follows: 

    • A minimum of five DELAC meetings should take place during the school year. 

    • All dates and locations must be scheduled in the DELAC Master Calendar at the beginning of the school year. 

    • Meetings are publicly posted and distributed to all current DELAC Representatives 72 hours prior to meeting.

    The DELAC meeting records that shall be kept internally for audit and compliance purposes by English Learner Services, include but are not limited to, the Agenda, Sign-in sheets, Minutes, Presentations, Surveys, and all documents shared at the meetings.

ELAC

English Learner Advisory Committee (ELAC) is a school-level committee composed of parents, staff, and community members designated to advise school officials on English learner programs and services. Parents of English Learners and non-EL students, school staff and members of the community may serve on an ELAC. However, a minimum number of EL Parents participating on the ELAC must reflect the proportion of EL student to non-EL student population at the school site. CA Ed. Code 52176

The purpose of the ELAC is to provide parents of English learners the opportunity to:

  • Advise the principal and staff in the development of a site plan for English Learners and submitting the plan to the School Site Council for consideration of inclusion in the School Plan for Student Achievement (SPSA)
  • Assist in the development of the school wide needs- assessment
  • Inform parents of the importance of regular school attendance
  • Have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC)
  • Receive ELAC training to assist members in carrying out their legal responsibilities
  • Train on district’s Uniform Complaint Procedures, including Williams Settlement requirements
  • A school site with 21 or more English Learners (EL) students must have a functioning ELAC that meets the following requirements:

    • Parent members are elected by parents or guardians of EL students.

    • Parents of EL students constitute at least the same percentage of the committee membership as their children represent of the student body.

    • The ELAC shall be responsible for assisting in the development of the schoolwide needs assessment and ways to make parents aware of the importance of regular school attendance.

    • The ELAC shall advise the principal and staff in the development of a site plan for EL students and submit the plan to the school site council for consideration for inclusion in the School Plan for Student Achievement (SPSA).

    • The ELAC receives training materials and training, planned in full consultation with committee members, to assist members in carrying out their legal responsibilities.

    • Each ELAC shall have the opportunity to elect three members to the District English Learner Advisory Committee (DELAC). The three members will be titled as DELAC representative 1, DELAC representative 2, and DELAC representative 3.

  • The parents or guardians of English Learners shall elect the parent members of ELAC.  Parents or guardians of English Learners shall be provided the opportunity to vote in the election.  Nominations and Elections must be held in order to elect parents to ELAC.  The six ELAC Officer positions are Chairperson, Vice Chairperson, Secretary, DELAC Representative #1, and DELAC Representative #2, and DELAC Presentative #3.

    ELAC members shall receive training materials and training which will assist them in carrying out their required advisory responsibilities.  Training shall be planned in full consultation with committee members, and funds from appropriate resources may be used to meet the costs of providing the training including costs associated with the attendance of members at the training sessions.  Additional materials such as PowerPoint presentations and videos to support self-guided training are also available to anyone at our website.

    ELAC bylaws will be adopted by each school site ELAC.  The bylaws provide guidelines established on the different articles.

    A minimum of eight ELAC meetings should take place throughout the school year.  The ELAC meetings must be calendared in the school calendar at the beginning of the school year.  Meetings are publicly posted and distributed to all English Learner parents at that school site, at least 72 hours prior to meeting.

    ELAC meeting records are kept and filed by authorized staff, including but not limited to the Notification Letters, Invitation Flyers, Agendas, Sign-in sheets, Minutes, Presentations, Completed Surveys, and all documents shared at the meetings.  These records are kept internally for audit and compliance purposes.
